The Consortium for Energy Efficiency (CEE) is a nonprofit public benefits corporation that develops initiatives for its North American members to promote the manufacture and purchase of energy-efficient products and services.
CEE brings efficiency program administrators together, providing a forum to explore common interests, exchange information and seek consensus with their colleagues as well as industry representatives and ENERGY STAR staff.
The products are certified in many different ways. In some cases there are government required testings and reporting; in others, it is self-certified with competitors policing each other; others have an industry trade association collect and verify the information.
These products are not certified for being “green”, however, there are groups set up just to certify and support the use of some particular label. Their initiatives establish energy and sometimes water performance criteria and that is the information manufacturers would provide to qualify fpr the program.
